Operational and strategic support on Citizenship Income

METROPOLITAN AFOL
(2019-2020)

The training course - aimed at AFOL METROPOLITANA's community of Managers, Headquarters Directors and Operators - arose from the need to reshape the provision of employment services following the introduction by the Legislator of the Citizenship Income measure (Decree Law No. 4 of 28 January 2019). ISMO's intervention was necessary in order to support the AFOL MET System in facing this delicate initial phase, offering both operational and strategic advice to the clients.

In a first phase, through dedicated classroom activities, the Citizenship Income scheme was discussed, clarifying its regulatory and procedural aspects, in an open discussion mode in which everyone was given the opportunity to address the issue by lending their vision and experience, without hiding any scepticism.
In a second phase, we asked ourselves how to best exploit this tool, which was to be added to a catalogue of employment services already consolidated over years of practice. In particular, with regard to operational consultancy, we were asked to prepare the process for the launch of a new line of activities, aimed precisely at the provision of employment services to citizenship income recipients. It was also requested to set up and launch an information desk, as well as a new engineering of the training path necessary to support the start-up of these new activities. As regards strategic consultancy, specific support was requested from the Directorate General and its closest collaborators in the area of so-called transversal competences, in order to learn how to orientate themselves in the new context that had been created.

Objectives achieved

The project, in line with the needs expressed by the Commission, ensured the following objectives:

  • the design of a new information desk to be placed in each Job Centre;
  • the definition of a procedure, i.e. a process, for the provision of employment services to Citizens' Income recipients;
  • the engineering of a training intervention for operators, concerning on the one hand the knowledge of the legislative text and of the RdC's essential characteristics, and on the other hand some personal skills and specialised competences indispensable to manage this new service in relation to a new user.

At the end of the training course, a work in progress on Citizenship Income was drawn up in an environment of discussion and dialogue, which could serve the AFOL Metropolitan community as a point of reference, both of a cognitive and operational nature.

Project value proposition

Through a training course open to dialogue and comparison between the various professionals with territorial competence, it was possible to overcome some initial prejudices about Citizenship Income, demonstrating its as yet unexpressed potential in the context of accompanying the active search for employment.
Moreover, having enlarged the pool of participants in the training, creating a unique environment in which managers and operators could confront each other and interact, meant that a network of relationships was established that could be transferred into future working practices.
