The COVID-19 pandemic has represented and still represents a moment of disorientation both for the "emergency phenomenon" and for the relevant impact it had on public organisations, which found themselves suddenly and unexpectedly reviewing styles and methods of relating, working and managing with users. Smart Working and POLA in particular for the Public Administration represent a very important moment of transformation that can become organisational innovation if properly designed and accompanied.
